Removing barriers to energy efficiency in municipal heat and hot water supply



Energy saving issues in the sphere of housing and public utilities had been discussed in Astana

international partner conference “Energy saving in HPU sphere – basis for “green” economy of Kazakhstan” was conducted in Astana city. Event organizers – ALE “National chamber of HPU Kazakhstan ” and UN Development Programme in Kazakhstan.

One of top priority ways to overcome energy deficiency is energy saving and energy efficiency improvement. Great potential is in the sphere of housing and public utilities. At present, being the most important economy sphere, HPU lives out a rebirth, where new technologies for construction and renovation of houses and buildings are applied, and advanced methods of resources saving are introduced. Government had adopted a Program of HPU renovation for 2011-2020; in the framework of it complex measures for HPU infrastructure and utility systems, water supply and discharge upgrade, communication lines reconstruction, energy resource saving technologies introduction had been considered. At the same time, Kazakhstan implements joint project of the RK Government and UN Development Programme on energy efficiency in municipal heat and hot water supply, buildings design and construction, energy efficient lighting promotion. Projects had amended legislative rules, in particular, recommended measures on energy efficiency, 15 demo-projects had been performed, and investments into energy efficiency of municipal heat and hot water supply to the amount of more than $5 million dollars had been attracted. “Solution of energy saving issues will help Kazakhstan to switch to “green” rails. It is very important that not only economical but also social development aspects are solved, population life quality is improved”, a head of UNDP Department, Stanislav Kim had underlined.

Several “green” projects of HPU sphere had been presented at the conference. Initiated by ALE “National Chamber of HPU Kazakhstan” with the assistance of “Nur Otan” PNP, Astana city Akimat and UN Development Programme in Kazakhstan, “energy efficient micro district” project will be realized in 2013-2015. It is expected that a thermo renovation of 50 multifamily residential buildings of Astana city micro district will become the main project result.
