The project will provide assistance in identifying, working out and taking the various measures - Low-carbon projects in the city’s infrastructure: in the housing and communal services, including a heat supply and hot water service, power supply, transport, municipal waste collectionsectors for the purpose of achievement of voluntarily accepted goals on the greenhouse gases release reduction. The project triggers realization of the complex approach to the greenhouse gases release reduction in big and small cities in Kazakhstan. The project consists of five components which realization will make it possible to create the capacity for a complex municipal (regional) planning, elaboration and implementation of Low-carbon Urbanprojects, including investments mobilization.
A useful information: the NAMA is becoming more and more acceptable tool for developing countries striving for attraction of financing for taking measures aimed at low-carbon economy development. NAMAConcept was first introduced in 2007 at the 13th session of the Conference of the Parties (COP) in Bali during the international negotiations on climate change problems. The corresponding activities plan of the Parties was adopted at a meeting in Bali in which it has been noticed that for “activation of national and international actions on climate change mitigation …” developing countries will take “mitigation measures taking into account national conditions … in the context of sustainable development, supported and enabled by technology, financing and capacity-building, in a measureable, reportable, and verifiable manner”.
The basic difference of the UNDP/GEF project as to the UNDP/GEF’s being implemented now or already implemented projects in Kazakhstan is creation of necessary conditions and approbation of the complex approach for the first time being applied in Kazakhstan to the greenhouse gases release reduction on the basis of NAMA mechanism use to this effect.
The NAMA is an opportunity of receiving the additional support for power saving programs’ implementation. At the same time, programs (sectors, branches in which it is necessary to ensure power saving) and also measures which must be undertaken there are defined by the nation itself on the basis of beneficial things for it itself in the first place.
As a result of the project, local authorities will be capable of defining their own priorities and purposes connected with the climate change, preparing the calculations of financial resources necessary for its achievement and also identifying and establishing the priority of investment projects within the framework of which the set purposes can be reached in the most economically efficient way. The project implementation time frame: Years from 2015 to 2019.
